| Having examined the evidence,
Pengam Branch Labour Party wish to make the following
submissions to The Richards Commission:- |
| 1. Assembly candidates
should stand either for the constitutency seats or the
list system but not both as this permits candidates who
have been firmly rejected by the electorate in the constituency
section to still be elected to the Assembly by default. |
| 2. The proportional representation
section should not be linked or depend on the constitutency
section as this disenfranchises all the electorate who
vote for the forty successful candidates in the constituencies. |
| 3. At this state we feel
that the Assembly has yet to prove it can handle its existing
powers and is not yet seen as a credible government.
No further powers should be given to the Assembly without
a referendum. |
