Mainstreaming Race Equality Checklist

1. What are the desired and anticipated outcomes of the proposed decision?
Have equalities dimensions been explicitly addressed? Outcomes can either perpetuate or overcome existing inequalities.
2. What information do we have about the impact of the proposal on black and minority ethnic groups?
Is the data broken down by ethnicity? Who has been consulted? Seek examples through constituency/regional work.
3. Have all options and their differential impacts on black and minority ethnic groups been considered?
How might your own values, opinions and experiences influence your understanding of the issue? What is the make-up of your constituency/region? Assume that there is an inequalities impact then look for information to prove or disprove that assumption.
4. Have the direct and indirect effects of proposals been taken into account?
Remember that ethnic minority communities are not homogenous, they will have differing needs and may face multiple discrimination e.g. ethnic minority women.
5. Does the proposed decision reflect your party's/personal policies on racial equality and the Public Duty? Does it `fit' with your vision?
How will this decision conform with the Public Duty? Remember, there are three parts to the duty - eliminating racial discrimination, promoting equal opportunity and good race relations.
6. How will the outcomes of this decision be monitored and evaluated?
Do existing reporting back mechanisms reflect the impact of decisions on specific communities of interest within Wales? Is there a system in place to enable you to assess outcomes at committee?
7. How will improved awareness of race equality implications be demonstrated?
Do committee papers reflect a greater understanding of equality issues? Are decisions on target setting and positive action readily understood?
8. Do decisions demonstrate that racial equality has been mainstreamed?
Does the agreed work plan reflect its commitment to promoting racial equality? Does consultation routinely demonstrate enhanced satisfaction with policies/ services from a wider variety of user groups?
